Ernesto Guillermo Ruffo Appel is a Mexican politician who served as the 10th governor of Baja California from 1989 to 1995. As a member of the National Action Party (PAN), Ruffo was the first state governor not affiliated with the ruling Institutional Revolutionary Party (PRI) and its forerunners since 1929. He has served as a member of the Advisory Council of the We Are Mexico party since February 2026.
